I hope OP sees this. Some people cry very easily and it doesn't necessarily represent what they are feeling. I used to cry when I had to reprimand an employee. If anything the other person should be emotional. From what they wrote I think the issue OP wants to fix is the crying so they can have the conversation/fight/argument without it appearing they are being manipulative with tears.
I think this texting idea by someone_you_kno is a brilliant way to begin the process until they can continue the conversation without crying.
