It appears that dad really views the condo as his sons, and possibly plans to leave it to him someday maybe. It’s not even clear if he would charge OP rent if he were living there alone, but either way it’s very clear that OPs dad has been renting the condo out to mum for a cheaper price as a favour, probably mainly for the benefit of his son and if his son no longer wanted his mum to live there it seems he would absolutely have the ability to get her to move out.
