Just a take on this. She is feeling guilty about what she isn't doing, she knows she isn't putting in the effort. When people feel guilty they will attack the person they think is making them feel bad. You. It isn't really about you, but about you showing her children that she isn't a good mother to them.
So by not looking after them you are not punishing her, you are punishing the children and dog. But
That isn't your problem, you cannot fix this situation, just keep that in mind. You are not their parent.
