Using your phone while chilling out with your partner vs having to have a text conversation with them while you're trying to relax and spend time with friends/family are two different things. She is allowed to do things without having to worry about texting you for a few hours, as long as thats communicated.
Yes it sucks she didn't text you to say she was busy with her sister, but you also have control over how you deal with the situation, like text her and say 'hey you obviously got caught up, so I'm going to bed' instead of just waiting around to hear from her. Then the next day, have a proper conversation about how it was hurtful that she couldn't tell you that she was busy.
