But I'm not sure if this is the mature and correct course of action.
The mature and correct course of action is to dump his ass and move on. You could ask the third person whether they ended it for real, but it won't do you any good. You're never gonna be able to trust him again, and you shouldn't.
To put things into perspective for you, he was cheating on you for 1.5 out of the 3 years you were together, i.e. half the time. If that doesn't do it, he was cheating on you for 1 and a half years! It definitely wasn't just a fling or just a kiss or whatever. It was another whole ass relationship. If even that doesn't do it, look what he says he told the other girl, that he started seeing someone else? Doesn't even have the courage to own up to his mistake?
OP do not propose because you feel you have to. You should only propose when you are ready for that commitment. Also you should not propose on the same trip that you know another proposal has been planned for another couple. Let them have their moment. But, maybe do speak to Mitch and let him know what Rose has asked of you. I wouldn’t like to think she’ll spoil her sister’s moment but maybe he can help mitigate any possible fallout.
