I think it’s a discussion two people should really have before hand. So the fact that it was a surprise puppy is not the coolest. Especially because your mom was completely oblivious that he isn’t Into pets right now.
As someone who loves dogs, but absolutely 100% doesn’t want a pet right now, I think he is valid and you need to sit with him and discuss how to move forward.
